Updated Alert Handling Guidelines in Finnish, Swedish and English - effective from 8.11.2021

The changes introduced by FiMVS Core release 1.09 have been taken into account in our Alert Handling Guideline. The functionalities regarding alerts NMVS_NC_PCK_19 and NMVS_NC_PCK_22 have been modified - please see the chapters 5.6 and 5.7.
